Framing a regional spatial development perspective: the relation between health and regional performance

Abstract

У статті описано поетапний процес перевірки гіпотези про важливість фактора здоров’я в економічному зростанні регіонів, що визначає їх конкурентні позиції. Проведено розрахунки рівня розвитку охорони здоров’я у 22 регіонах України, згідно з якими ці регіони розділено на чотири кластери. Оцінено інтегральний індекс конкурентоспроможності територій. Отриманий таксономічний показник дозволив розподілити аналізовані регіони на чотири групи за інтегральними значеннями конкурентоспроможності. На наступному етапі було використано кілька критеріїв перевірки даних по групах на нормальність розподілу за критерієм Шапіро-Вілка та методом Левіна, що дало змогу підтвердити наявність феномену гетероскедастичності дисперсій порівнюваних груп регіони. Щоб підтвердити зв'язок між рівнем розвитку та їх конкурентоспроможністю, було проведено однофакторний параметричний ANOVA аналіз, підкріплений hoc-тестом Тьюкі, який виявив залежність між майже всіма групами організацій. Тест Грейнджера дав змогу підтвердити гіпотезу про односпрямований причинно-наслідковий зв’язок між фактором здоров’я та конкурентними позиціями регіону на основі інтегрального рівня конкурентоспроможності. Результати свідчать про необхідність активної роботи зі зміцнення регіональної системи охорони здоров’я та максимального залучення зацікавлених сторін різних рівнів до благоустрою територій та підтримки системи медико-соціального обслуговування населення на рівні міст і регіонів. Автори наголошують, що для реалізації ефективної регіональної політики охорони здоров’я вкрай важливим є врахування впливу факторів, які можуть стримувати розвиток здоров’я, а також тих груп детермінант, які здатні стимулювати цей розвиток: фінансово-бюджетних механізмів, залучення маркетингу. та інформаційні засоби з урахуванням поведінкових та інституційних факторів.

The article describes the step-by-step process of testing the hypothesis about the importance of the health factor in the region's economic growth, which determines their competitive positions. Calculations of the health development level in 22 regions of Ukraine were carried out, according to which those regions were divided into four clusters. The integrated areas index of competitiveness was evaluated. The obtained taxonomic indicator allowed the analyzed regions to be divided into four groups according to their integral values of competitiveness. At the next stage, several criteria were used for checking the data by groups for normality of distribution using the Shapiro-Wilk test and the Levin method, which made it possible to confirm the presence of the heteroscedasticity phenomenon of the variances of the compared groups of regions. To confirm a connection between the level of development and their competitiveness, a one-factor parametric ANOVA analysis, supported by Tukey's hoc-test, was carried out, which revealed a dependence between almost all groups of organizations. The Granger test made it possible to confirm the hypothesis of a unidirectional causal relationship between the health factor and the competitive positions of the region based on the integrated level of competitiveness. The results prove the need for active work to strengthen the regional health care system and the maximum involvement of stakeholders at various levels in improving the territories and supporting the medical and social care system of the population at the level of cities and regions. The authors emphasize that for implementing an effective regional health policy, it is crucial to take into account the influence of factors that can restrain health development, as well as those groups of determinants capable of stimulating this development: financial and budgetary mechanisms, involvement of marketing and information tools, taking into account behavioral and institutional factors.
