Державне регулювання та державна економічна політика для подолання економічної відсталості регіонів півдня Італії

Abstract

У статті розглядається проблема економічно відсталих регіонів Італії – регіонів південної Італії. Надається статис-тичний матеріал та проводиться дослідження заходів державного регулювання та державної економічної політики в Італії з метою подолання соціально-економічної відсталості регіонів південної Італії. Робляться висновки щодо ефективних захо-дів за допомогою яких уряд Італії зміг подолати багато негативних наслідків для економіки країни, а також робиться висно-вок про те, що досвід Італії у подоланні економічної відсталості регіонів південної Італії може бути корисний для багатьох інших країн світу. На підставі великого статистичного матеріалу, у статті наведені таблиці і робиться аналіз успіхів і невдач державного регулювання економіки в Італії з метою подолання соціально-економічної відсталості південної Італії. У висновках до статті автор дає характеристику моделі державного регулювання економіки в Італії та ролі державного регулювання у цій країні з метою подолання соціально-економічної відсталості регіонів півдня Італії, і дає рекомендації, як досвід Італії може бути корисним для інших країн світу.

The article is devoted to the analysis of models of state regulation of the economy, and the article examines the problem of economically backward regions of Italy – the regions of southern Italy. The statistics of economic development (GDP and GDP per capita and other major social and economic indicators) in Italy (including the regions of southern Italy) are analyzed and several graphs and tables have been created for the scientific research purposes. Statistical material is provided and a study of measures of state regulation and state economic policy in Italy is carried out in order to overcome the socio-economic backwardness of the regions of southern Italy. According to the researched data, it has been proved that the Italian experience in solving the problem of inequality in economic development of different regions of the country is valuable and represents the scientific interest. The author points out that: despite all the efforts made by the governments of Italy, the regions of Southern Italy still suffer from economic backwardness to a significant extent (compared to the regions of Northern Italy and most countries and regions of Western Europe); the central government of Italy and the local authorities of the southern regions should improve the policy of attracting foreign direct investment, investing, for example, in the creation of new corporations in Southern Italy, possibly based on the experience of other countries and regions in Europe; at the level of the central government, the long-term development strategy should be aimed at positioning of the region as an attractive macro-region in relation to its unique features, such as geographical centrality in the Mediterranean Sea, natural landscape, historical, artistic and cultural heritage, tourist attractions; part of the strategy at the central government level should not only be the usual tools such as advertising, but also the hosting of high-profile international events that can improve the image of Southern Italy at global scale. Conclusions are made regarding the effective measures by which the Italian government was able to overcome many negative consequences for the country's economy, and it is also concluded that Italy's experience in overcoming the economic backwardness of the regions of southern Italy can be useful for many other countries of the world. Based on extensive statistical material, the article presents tables and analyzes the successes and failures of state regulation of the economy in Italy in order to overcome the socio-economic backwardness of southern Italy. In the conclusions to the article, the author describes the model of state regulation of the economy in Italy and the role of state regulation in this country in order to overcome the socio-economic backwardness of the regions of southern Italy, and gives recommendations on how Italy's experience can be useful for other countries of the world. Italy's experience – both positive and negative, can be useful for many countries around the world, including Ukraine, in many respects: the measures of state interventionism in order to overcome the economic and social backwardness of the regions of Southern Italy, taken by the governments of Italy throughout the recent 60-70 years represent the interest from both scientific and practical point of view. Some measures can be applied in other countries around the world, which have similar problems with economic inequality in development of different regions. However, despite all the measures taken by the government of Italy, the regions of Southern Italy still suffer from economic backwardness (compared to the regions of Northern Italy and most of the countries and regions in Western Europe).
