Abstract The problem of labor migration is widespread in the world and can be caused by many reasons. It leads to the weakening of national economies and the deterioration of economic and social security of countries due to the outflow of qualified personnel and the leakage of competencies. In this regard, the purpose of this article is to identify and map the key stakeholders found in the lifelong learning system (among the main groups - employers, educational institutions, authorities, students,, etc. and analyze effective forms of their interaction). This allows to identify areas of their competitive interests and to form possible mechanisms of institutional partnership. The research conducted in the work revealed the highest efficiency in the formation of a cooperative model of institutional partnership between stakeholders of the lifelong learning system. It involves the transition from competitive relations between previously identified major stakeholders to cooperative interaction based on the coordination of their interests.
