Управління сталим розвитком аграрного сектора економіки

Abstract

В дисертації обгрунтовано змістовні аспекти та розроблено концепцію управління сталим розвитком аграрного сектору економіки з урахуванням екологічних, економічних, соціальних та інституційних факторів впливу, розроблено методологію комплексного кількісного оцінювання сталого розвитку аграрного сектору економіки та його складових, формалізовано взаємозв’язки між релевантними екологічними, економічними та соціальними детермінантами та узагальнюючим показником сталого розвитку аграрного сектору економіки, ідентифіковано часові лаги максимального відгуку цільових параметрів сталого розвитку аграрного сектору економіки у відповідь на дію найбільш значимих соціо-еколого-економічних факторів, конкретизовано характер впливу інституційного середовища держав на цільовий параметр сталого розвитку аграрного сектору економіки, удосконалено методичний інструментарій державного управління сталого розвитку аграрного сектору економіки у розрізі екологічного, економічного та соціального каналів впливу, розроблено методичні засади ідентифікації стратегії сталого розвитку аграрного сектору економіки на регіональному рівні залежно від стану екологічного, економічного та соціального потенціалу.

The dissertation is devoted to the development of theoretical and methodological principles of management of sustainable development of the agrarian sector of the economy taking into account the environmental, economic, social and institutional determinants. As a result of the decomposition of the categories "agriculture", "agrarian complex", "agrarian sphere", "agrarian sector", there is an in-depth understanding of the concept of "sustainable development of the agrarian sector of the economy", under which it is proposed to understand the optimally organized from the point of view of the use and reproduction of socio-economic and ecological resources system of production, processing, sale and consumption of agricultural products provided by economic agents, as well as institutions authorized to develop and implement a strategic and operational state policy in the field of agri-business, the ultimate goal of which is to achieve the country food security. The conceptual principles of management of sustainable development of the agrarian sector of the economy have been developed, which, firstly, accumulate a clear identification of the elements of the managed (determinants of sustainable development of the agrarian sector of the economy) and the control subsystems of the governance (state authorities, local self-government bodies, self-regulatory organizations), as well as institutional environment; secondly, are based on a structural, functional and hierarchical approach to managing the sustainable development of the agrarian sector of the economy; and thirdly, include the achievable vectors of ensuring the sustainable development of the agrarian sector of the economy. The scientific-methodical approach to the identification of the integral indicator of sustainable development of the agrarian sector of the economy and its subindexes based on the principal component analysis and their subsequent use as parameters of the characteristics of the level of food security of the country has been proposed. On the basis of the regression analysis, the parameters of the relationship between the relevant ecological, economic and social determinants and key performance indicators of sustainable development of the agrarian sector of the economy have been established, which has made it possible to establish operational and strategic instruments for its provision. The time intervals of the maximum effectiveness of the influence of the relevant ecological, social and economic factors on the integral indicator of sustainable development of the agrarian sector of the economy and its subindexes based on the distributed lag model have been determined. It is created an analytical approach to the adoption of effective management decisions regarding the priority of using the instruments of the ecological, social and economic channels of the state regulation. The methodical principles for determining the level of influence of the state administration regime on the processes of ensuring the sustainable development of the agrarian sector of the economy have been developed, which allows us to investigate the trend of changing the economic benefits for the country when changing the political regime to a more democratic variant. In parallel, the formed information base allows identifying institutional drivers for the sustainable development of the agrarian sector of the economy. A complex of methods and tools of the state administration has been formed for the sustainable development of the agrarian sector of the economy in terms of ecological, economic and social channels of influence. This allows, depending on the incoming socio-ecological and economic parameters of the development of the territory, to reach the primary parameters of sustainable development of the agrarian sector of the economy in the fastest and most effective way. Based on the use of logit regression, which allows taking into account the state of the ecological, economic and social potential of the territory, strategies for the sustainable development of the agrarian sector of the economy have been formed at the regional level. The peculiarity of the proposed method is the possibility of forming an individual complex of the most effective instruments of the state influence in the context of ecological, economic and social channels, depending on the most problematic component of sustainable development of the agrarian sector of the economy.
