Abstract	Стаття присвячена розробці методичних підходів до оцінки якості інституційної складової бюджетного менеджменту, що базуються на використанні аксіом векторної алгебри і спрямовані на нейтралізацію ефекту заміщення. Це дозволяє забезпечити більш об’єктивну і точну інтерпретацію експертних оцінок. Article is devoted to developing methodological approaches to assessing the quality of the institutional component of budget management, based upon the axioms of vector algebra and are aimed at neutralizing the effect of substitution. This enables a more objective and precise interpretation of expert evaluations.
